It shall be unlawful for any motor vehicle or other vehicle to be operated in such a manner that it travels in the directions specified below on the following streets or alleys, or portions thereof. Any person, firm, or corporation who shall violate any of the provisions of this schedule, upon the determination of any police officer of the City Police Department that the vehicle impedes the orderly flow of traffic or constitutes a traffic hazard or a public nuisance, the officer shall have the authority to tow away the vehicle.
