(A) Drivers of commercial vehicles with a registered gross weight in excess of ten tons (20,000 pounds), except those vehicles having a point of origin or a point of destination, or pickups or deliveries in this city, are hereby prohibited from operating or driving the vehicles over any city streets or portions of streets, except those through commercial routes as specified below.
