§ 31.05  PRESIDING OFFICER; PRESIDENT PRO TEMPORE.
   (A)   The Mayor of the city shall be the Presiding Officer of the Common Council.  The Mayor shall be designated as the President of the Common Council.
   (B)   In the absence of the Mayor, a President Pro-Tempore shall be the Presiding Officer of the Common Council, and except as otherwise provided herein, he or she shall have the same powers and duties while presiding as the President.  The President Pro-Tempore shall be chosen from the members of the Common Council; at the first meeting, or anytime thereafter, of each year, the Council shall elect one of its members for this position, and he or she shall hold the position of President Pro-Tempore through December 31 of that year.  Until a President Pro-Tempore is chosen as set out above, at any meeting from which the Mayor is absent, the Council shall choose one of its members to preside as President Pro- Tempore at that meeting only.  At a meeting from which both the President and President Pro-Tempore are absent, the Council shall choose one of its members to preside as President Pro-Tempore at that meeting only.
