The Juvenile Aid Division upon issuing a bicycle license shall also issue a license plate bearing the license number assigned to the bicycle and the name of the city thereon. The Juvenile Aid Divison shall cause the license plate to be firmly attached to the bicycle for which it has been issued, upon that part of the frame extending from the seat to the sprocket housing. No person shall remove a license plate from a bicycle during the period for which issued except upon the transfer of ownership, or in the event the bicycle is dismantled or is no longer operative.
