(A) The Juvenile Aid Division, upon receiving proper application, is hereby authorized to issue a bicycle license which shall be effective until the license is mutilated, the bicycle is destroyed, or ownership of the bicycle is transferred. The Juvenile Aid Division shall not issue a license for any bicycle when he knows, or has reasonable ground to believe, that the applicant is not the owner or entitled to the possession of the bicycle.
(B) The Juvenile Aid Division shall cause a record to be kept of the number of each license, the date the license is issued, the name and address of the person to who it is issued, and the number of the frame of the bicycle for which the license is issued. He shall also keep a record of all bicycle license fees collected by him.
