(A) The off-street parking facilities herein created and established shall be operated by the city and the management and operation thereof shall be conducted under the direction of the Board of Public Works and Safety.
(B) The method of operation of the off-street parking facilities herein created and established shall be as follows:
(1) Certain designated and marked spaces within the off-street parking facilities herein created shall be rented on a monthly basis taking into consideration the availability of other nearby parking facilities and the demand for permanent parking. The monthly rental amount shall be determined by resolution of the Board of Public Works and Safety. To facilitate this provision, the Board of Public Works and Safety is authorized to provide for the issuance and execution of rental agreements with renters of parking spaces;
(2) Spaces within the off-street parking facilities described in above in this section which are not rented may be used for public parking without fee for a period not to exceed two hours.
