Before the owner or person in charge of any impounded vehicle shall be permitted to remove it from the custody of the owner, agent, employer, or lessee of the parking area or garage where the vehicle has been stored, he will pay any and all towing charges plus storage charges. He will also read and adhere to the instructions on the violation ticket placed on the vehicle by the investigating officer.
