The Common Council hereby determines that because of the flow of traffic on streets or portions of streets within the congested traffic area, as defined in § 73.10, parking therein shall be subject to the provisions of this Title. The congested area may be enlarged from time to time as traffic conditions require by designation as congested traffic areas any other streets or alleys as Common Council shall designate.
