§ 30.07  APPOINTMENT OF VARIOUS CITY EMPLOYEES, DEPARTMENT HEADS.
   (A)   The members of the Board of Public Works and Safety are the Mayor and other members who shall be chosen by the Mayor and who shall serve at his or her pleasure.  The Chiefs of the Police and Fire Departments are appointed by the Mayor and shall serve at his or her pleasure, in accordance with I.C. 36- 4-9.
   (B)   Pursuant to I.C. 36-4-9-2, the Mayor shall appoint the other heads of the departments, including the Municipal Utilities, with the approval of the statutory board or commission operating the department if such exist.  The statutory boards and commissions, including the Utility Service Board, shall give notice to the Mayor and the appropriate councilmanic committee of all meetings or hearings, whether or not conducted in executive session, which concern any merit rating, job performance evaluation, salary review, disciplinary proceeding, or termination proceeding and which relate to any department head.  The Mayor and the appropriate councilmanic committee shall be entitled to attend any such meeting or hearing whether or not conducted in executive session and address the statutory board or commission.
   (C)   All appointed heads of the city departments, including the Chief of the City Police Department and the Chief of the City Fire Department, shall be residents of Clinton County, Indiana.
   (D)   All future appointees of the Park and Street Departments shall be residents of the city.
