§ 30.01  GENERAL CITY GOVERNMENT ORGANIZATION.
   The government of the city shall consist of five branches, those being:
   (A)   Executive branch   (I.C. 36-4-5-1 et seq.).
   (B)   Legislative branch   (I.C. 36-4-6-1 et seq.).
   (C)   Fiscal branch      (I.C. 36-4-10-1 et seq.).
   (D)   Judicial branch.
   (E)   Statutory boards and commissions.
