§ 51.085  CITY APPROVAL REQUIRED; PERIODIC REPORTS TO BE SUBMITTED.
   (A)   The admission into the public sewers for any water or wastes having a five day BOD greater than 200 parts per million by weight, containing more than 250 parts per million by weight of suspended solids, containing any quantity or substances having the characteristics described in § 51.071, or having an average daily flow greater than 25,000 gallons, shall be subject to the review and approval of the Superintendent.  Where necessary in the opinion of the Superintendent, the owner shall provide at his expense, any preliminary treatment necessary to reduce the BOD to 200 parts per million and suspended solids to 250 parts per million by weight, reduce the objectionable characteristics or constituents to within maximum limits provided in § 51.071, and provide control or flow equalization of any wastes described in § 51.071 so as to avoid any "slug" loads or excessive loads that may be harmful to the sewage works.  (Ord.    (B)   Every industrial user or user whose discharge is of a strength in excess of normal domestic sewage shall submit to the city periodic reports containing characteristics of their waste discharge. Unless the city requires more frequent reports, the user shall submit within 30 days after the close of a calendar quarter the report for the calendar quarter.  The city shall specify the form and content of the report to each user.  For purposes of verifying reports submitted by industrial or high strength users, the city may collect and analyze samples of waste at any time and as  frequently as deemed necessary. In the case of a potential industry applying for connection to the city's sewage works, the city shall require a report from the potential user which shall set forth the anticipated BOD, suspended solids, and flow of the user's waste.  (Ord.
