§ 51.076 OBSTRUCTION OR DAMAGE TO PUBLIC SEWERS.

If a public sewer becomes obstructed or damaged because any of the aforementioned substances where improperly discharged, the person or persons responsible for the discharge shall be billed and shall pay for the expenses incurred by the Utility Service Board in cleaning out, repairing, or rebuilding the sewer.
