Wherever in this code or in any ordinances of the city, or rule or regulation promulgated by an officer or agency thereof, under authority vested by law or ordinance, any act is prohibited or is made or declared to be unlawful or an offense, or the doing of any act is required, or the failure to do any act is declared to be unlawful, where no specific penalty is provided therefor, the violation of those provisions of this code, ordinance, rule, or regulation, shall be punished by a fine not exceeding $500. Every day any violation of this code or any ordinance, rule, or regulation shall continue shall constitute a separate offense.
