(A) The Utility Service Board shall, in accordance with state law make and enforce whatever bylaws, rules, and regulations it may deem necessary for the safe, economical, and efficient management of the city's sewage works, for the construction and use of building sewers and connections to the sewerage system, and for the implementation of the provisions of this chapter in general. (B) The city shall also make and enforce such by-laws and regulations as may be deemed necessary for the safe, economic, and efficient management of the city's sewage works, including the sewer system and the treatment plant for the construction and use of house sewers and connections to the sewer system, and for the regulation, collection, rebating, and refunding of rates and charges.
