(A) Scope. The provisions of this subchapter and the rules of the Commission shall govern the current minimum plumbing facilities and plumbing fixtures to be provided. Any plumbing facilities or fixtures constructed or installed prior to this code shall be governed by the rules of the Commission. In the event of a conflict between the provisions of this code and the, rules of the Commission.
(B) Responsibility. The owner of the structure shall provide and maintain such plumbing facilities and plumbing fixtures in compliance with these requirements. A person shall not occupy as owner-occupant or permit another person to occupy any structure or premises which does not comply with the requirements of this subchapter.
