It shall be unlawful for any person to drive any automobile, truck, trailer, railroad car, or other vehicle over or to permit such vehicle to drive over, any hose belonging to the Fire Department while the hose is laid in the streets of the city during time of fire, or the practice of the Fire Department of the city, or when such hose is laid in the streets of the city for any other purpose.
