A copy of the inspection report with violation and safety recommendations shall be served upon the owner, operator, occupant or other person responsible for the building or property. Service of such report shall be by personal service, by electronic mail or fax transmission, or by mailing a copy thereof to the owner or occupant by first class mail to the owner’s or occupant’s last know address pursuant to I.C. 4-21.5-3.
