It shall be unlawful for any person to create any fire or let, permit, or suffer the fire to burn unattended within the city, when the fire has been created for the purpose of disposing of any leaves, trash, sweepings, rubbish, paper, or other combustible material, and the fire has been created in any other place than a regularly-installed furnace or heating unit for the purpose of heating a building.
