(A) Unless otherwise provided in the utility 's rate schedules or rules and regulations, the utility will extend its lines and facilities in accordance with rules and standards of service for electrical utilities as promulgated by the State Public Service Commission.
(B) Whenever, in the opinion of the utility, the necessary expenditures to make connection to an applicant for service is not warranted by the utility's estimate of the prospective revenues to be derived therefrom, the utility may require the applicant to make an advance payment for line construction or service connection.
