§ 115.41 LICENSE PROCESS.
   (A)   Within ten business days from submittal, the village shall review and determine if the application is compete and that security, traffic control and vehicular parking is adequate for the event. Upon such determination the village shall:
      (1)   Issue the license; or
      (2)   If the application is incomplete or inadequate and after consultation with the applicant and an opportunity to correct the deficiencies, deny the license and specify the reason(s) for denial.
   (B)   If a license is denied, the applicant has the right, within five business days of written notice of the declination, to file a written appeal of the denial to the Village Board, who will make a formal determination after the applicant has been afforded the opportunity for a hearing before the Village Administrator and received a summary of the hearing.
