Not later than the day of:
(A) The cessation of a business licensed under this chapter; or
(B) The cessation of the sale of alcoholic liquor by a business licensed under this chapter; or
(C) The sale, transfer, assignment or alienation of any interest in a business licensed under this chapter, the liquor licensee shall immediately notify the Village of Frankfort Liquor Control Commissioner, the Village Clerk and the Village Administrator of the event in writing by either personal service or by certified U.S. Mail (return-receipt requested), separately addressed to each at the Village of Frankfort Administrative Center.
