The resident/occupant for each single family; duplex family; multi-family; designated commercial business; or any other customer to which service is rendered by the village's scavenger services agreement shall pay the residential collection rate per month as established in the village's scavenger services agreement for collection and disposal of solid waste (hereafter referred to as “garbage charge”). The garbage charge shall be billed to the resident/occupant with their monthly village utility bill and shall be due and payable concurrent with said utility bill. It shall be a violation to this section not to pay the garbage charge when due. In addition to any other fine or penalty, which may be imposed for nonpayment of the recycling charge, interest shall accrue on the unpaid balance at the rate of 10% per annum.
