Every occupant, person, owner, or person in possession of private or commercial premises in the village shall be required to have accumulations of refuse removed and disposed of at least once a week. The village shall provide for such weekly refuse removal services. No refuse, which is to be deposited for collection at any curb, shall be so placed before 6:00 p.m. or sunset, whichever occurs first, on the day prior to the collection day, and no container shall so remain at the curb or alley after 10:00 p.m. on the day of collection.
