It shall be unlawful for any person, including a corporation, joint venture or partnership, to model underwear in any business establishment or to own or operate a business establishment where underwear is modeled or worn without any covering by exterior clothing. This prohibition shall not apply to clothing stores, boutiques, department stores and such other establishments whose primary business purpose is the wholesale or retail sale of clothing apparel.
