(A) No person soliciting funds on behalf of any organization shall willfully or unnecessarily hinder, obstruct or delay or willfully or unnecessarily attempt to hinder, obstruct or delay any other person in the lawful driving or traveling along or upon any street, throughway or any pedestrian of any public way within the village.
(B) No solicitation shall occur on roadways or intersections with posted speed limits of greater than 35 mph.
(C) Solicitation is allowed only at Village of Frankfort Police Department approved locations. Solicitation at the approved location shall occur only at intersections. All permitted intersections must have stop signs for all directions. No solicitation will be permitted at signal-controlled intersections. This list will be furnished to all applicants upon request of application for permit.
(D) Permits shall only apply to village roadways. Permission is not authorized, granted, nor implied for state or county roadways.
(E) The village encourages solicitation to be off the traveled roadway. If soliciting on the roadway, traffic shall already be stopped before solicitation may initiate and shall immediately cease when traffic is moving. The use of attention getting devices, flagmen or traffic control devices is prohibited.
(F) Organizations are encouraged to post temporary, breakaway style signs 500 feet prior to solicitation area indicating “Charitable Organization 500 Ft Ahead”; the board should indicate the name of the organization.
(G) Solicitation shall be in accordance with the hours granted by permit and will only be allowed during daylight hours. State, county or local law enforcement officers or representatives of the Department of Transportation may suspend or revoke solicitation operations at any time if any condition of the permit is violated or if, in the judgment of law enforcement officers or at the village’s sole discretion, due to weather, if traffic is being impeded or delayed or the public safety is at risk.
