It shall be unlawful to keep, have, use or permit to be used in any premises in the village, used for the retail sale of alcoholic liquor, any slot machine, pinball machine, video game or other instrument device upon which money is staked or hazarded or into which money is paid or played upon chance, or upon the result of the action of which money or other valuable thing is staked, bet, won or lost.
