§ 113.20 LIMITATION ON NUMBER OF LICENSES.
   (A)   There shall be available for issuance the following number of licenses for each of the following classifications:
      (1)   There shall be issued in the village not more than one Class A-1 license and not more than zero Class A-2 license.
      (2)   There shall be issued in the village not more than zero Class B-1 licenses and not more than one Class B-2 licenses.
      (3)   There shall be issued in the village not more than eight Class C-1 licenses and not more than six Class C-2 licenses.
      (4)   There shall be issued in the village not more than one Class D-l license; not more than one Class D-2 license; not more than zero Class D-3 licenses; and not more than one Class D-4 license.
      (5)   There shall be issued in the village not more than four Class E-l licenses; not more than one Class E-2 license; not more than one Class E-3 license; and not more than zero Class E-4 licenses.
      (6)   There shall be issued in the village not more than zero Class F-1 licenses; not more than two Class F-2 licenses; not more than zero Class F-3 licenses; not more than three Class F-4 licenses; and not more than one Class F-5 license.
      (7)   There shall be issued in the village not more than zero Class G licenses.
      (8)   There shall be issued in the village not more than one Class H license.
      (9)   There is no limitation upon the number of Class I-1 licenses, but their issuance is entirely within the reasonable discretion of the Local Liquor Control Commissioner; not more than zero Class I-2 licenses; not more than zero Class I-3 licenses.
      (10)   There shall be issued in the village not more than one Class J license.
      (11)   There shall be issued in the village not more than one Class K license.
      (12)   There shall be issued in the village not more than zero Class L licenses.
      (13)   There shall be issued in the village not more than zero Class M licenses.
      (14)   There shall be issued in the village not more than zero Class N licenses.
      (15)   There shall be issued in the village not more than zero Class O licenses.
   (B)   No more than ten liquor licenses shall be issued to persons, firms or corporations to sell or offer for sale at retail, alcoholic liquor within the Frankfort Historical District. The classification and number of liquor licenses which may be issued for use in the Frankfort Historical District are as follows:
      (1)   Not more than one Class A-l license.
      (2)   Not more than zero Class B-l licenses.
      (3)   Not more than three Class C-l licenses and two Class C-2 licenses.
      (4)   Not more than one Class D-2 license and one Class D-4 licenses.
      (5)   Not more than two Class E-l licenses.
      (6)   Not more than zero Class F licenses.
      (7)   Not more than zero Class G licenses.
      (8)   Not more than zero Class H licenses.
      (9)   There is no limitation upon the number of Class I-1 licenses; not more than zero Class I-2 and zero Class I-3 licenses.
      (10)   Not more than zero Class J licenses.
      (11)   Not more than zero Class K licenses.
      (12)   Not more than zero Class L licenses.
      (13)   Not more than zero Class M licenses.
      (14)   Not more than zero Class N licenses.
      (15)   Not more than zero Class O licenses.
