The owner shall paint on or securely attach to both sides of the cowling of the snowmobile the identification number, as set forth on the Certificate of Number, which shall be of block characters at least three inches in height. The characters shall read from left to right, be of contrasting color to their background, and be maintained in a legible condition. The Certificate of Number shall be available at all times or inspection on the snowmobile for which it was issued, whenever the snowmobile is in operation. In addition, the operator must wear a vest with a matching number to the I.D. number issued for the snowmobile.
