Except as hereinafter provided, no person shall operate any snowmobile within the village unless such snowmobile has been registered and numbered in accordance with the provisions of the Illinois "Snowmobile Registration and Safety Act", Ill. Rev. Stat. Ch. 95½, sec. 601-1 et seq. (1985), and the provisions hereinafter set forth and unless the Certificate of Number awarded to such snowmobile is in full force and effect.
