§ 95.22 APPLICATION FOR PERMIT.
   To obtain a permit to set up, hold, conduct, manage, arrange, or promote any mass gatherings, the promoters must file written application under oath on a form provided by the village which shall include the names and addresses of the promoters, the location on which the mass gathering is to be conducted, the nature or purpose of the mass gathering, the maximum number of persons which the promoter plans to permit to assemble at any time, the maximum number of tickets to be sold or given, and a statement that the activities of the mass gatherings will not violate any village or county zoning ordinances nor any village, county, or state health regulations. During the time and place where such mass gathering is to be held, the promoters will provide suitable and adequate sanitary accommodations, medical facilities, ambulance service, water supplies, safe and wholesome food, land space, access and departure routes, parking, security and protection from bodily harm and property damage to those expected to attend such mass gathering. The expenses for use of a reasonable number of policemen of the village for control of traffic and persons attending the mass gathering, or for the enforcement of the laws in connection herewith shall be paid by the promoters prior to the issuance of a permit and shall file an application with the Village Clerk together with an application fee of $100 at least 60 days prior to the proposed mass gathering. At their next regularly scheduled meeting of the Trustees of the village after the date of the filing of said application, the Trustees will refer said application to the Chief of Police and the Village Building Inspector for review to determine conformity with this subchapter and written recommendations, including expenses for policemen, which must be submitted to the Board of Trustees within 30 days after such referral.
