(A) All weeds and vegetation which are not cut, removed, or eliminated (as required herein) or all dead grass, dry weeds, or other flammable material remaining on such property or debris, refuse, or deposits of disposed or discarded materials which are subject to this subchapter are deemed a public nuisance to the village.
(B) In addition to any other remedies provided herein, the village may institute proceedings to abate such nuisances by appropriate judicial proceedings.
