§ 92.20 NUISANCES.
   No owner shall allow a dog to bark, howl or whine in an excessive, continuous or untimely manner. Any dog which may in any manner disturb the quiet of any person or neighborhood, shall destroy or in any manner injure any animal, plant, shrub, or other property not on the premises of its owner or keeper is hereby declared a nuisance. Such violation or declaration shall constitute a public nuisance and be subject to a fine and/or impoundment and may be redeemed or destroyed in the manner provided by this chapter. Licensed kennel operators and dog dealers as defined in the Illinois Animal Welfare Act are exempt from this section.
