   (D)   Capacity expansion fee. The capacity expansion fee to be charged to those persons who hereafter request that the village provide adequate and customary water and waste water utility service to them be made as follows:
      (1)   The village has determined, based on the most readily available information and projections, that a capacity expansion fee of $863 per population equivalent (PE) bears a rational relationship to necessary costs of expansion of its system, and such amount is specifically and uniquely attributable to the request for water and waste water utility service, considering the present and future anticipated needs of the area.
   (E)   Meter fee handling charge. For the handling, inspection and connection of the meter to the outside reader, the village shall charge a fee which shall be paid at time of meter purchase.
      (1)   The village has determined that the meter fee handling charge shall be $50 per meter.
