The Illinois EPA or the Federal EPA or its authorized representative shall have access to any books, documents, papers and records of the village which are applicable to the Sewer System or user charges or industrial cost recovery for the purpose of making audit, examination, excerpts and transcriptions thereof to insure compliance with the terms of the Special and General Conditions of any State Grant and the Federal Regulations and conditions of the federal grant.
