An annual motor vehicle license fee for each calendar year shall be paid to the Village for any motor vehicle as described in this section where the owner or lessee of the motor vehicle resides within the Village (except as provided in section 8-1-5 of this chapter), and for any commercial motor vehicle, which is owned by, leased by, or utilized in a commercial business which is located within the Village.
