8-1-5: EXEMPTIONS:
   A.   Permanent Exemptions. The following shall be entitled to permanent exemptions subject to the provisions hereof:
      1.   Any owner-occupied household where none of the members of such household own or operate any motor vehicle and do not regularly garage, store or park a motor vehicle overnight in the village shall not be required to pay an annual motor vehicle license fee;
      2.   Any household or dwelling unit which is located within an assisted living facility shall not be required to pay an annual motor vehicle license fee; and
      3.   School Districts shall not be required to pay an annual motor vehicle license fee; provided that the exempt household has completed and filed with the village treasurer a permanent exemption form, and has agreed to notify the village treasurer of any change whereby the exemption would no longer apply, and said permanent exemption has been approved by the village treasurer.
   B.   Any non-owner-occupied household where none of the members of such household own or operate any motor vehicle and do not regularly garage, store or park a motor vehicle overnight in the village shall not be required to pay an annual motor vehicle license fee as long as they apply for and receive an annual exemption as follows: On an annual basis before January 1 of each license year, any household seeking an annual exemption from payment of such annual motor vehicle license fee as specified in this section shall complete an application provided by the village treasurer for such exemption and shall submit to the village with said application sufficient proof that their request meets the criteria necessary to qualify for exemption. The village treasurer shall grant or deny the exemption within ten days of receipt of the application.
   C.   Any person aggrieved by denial of the exemption may appeal to the Mayor and Board of Trustees by filing notice of appeal within thirty days of the denial. The decision of the Mayor and Board of Trustees shall be final. The village shall provide to each household approved for receiving an exemption, written evidence of such exemption.
