All Departments, Boards and Commissions of the City not specifically described in this Charter shall continue until otherwise provided by the statute, or ordinance, or resolution creating them either modifies or abolishes them. Such other Departments, Boards, or Commissions shall have the powers, duties, and functions, as may be revised from time to time, as provided in the General Laws or ordinances or resolutions that created them.
