(a) “Refuse" or "solid waste” means all putrescible and non-putrescible wastes (except human body wastes), including rubbish, garbage, trash, recyclables and yard waste.
(b) "Garbage" means all wastes or offal or fish, fowl, fruit, vegetable and animal matter resulting from the preparation of food for human consumption from residential homes.
(c) "Rubbish" means wrapping and packaging paper and plastic materials, household cartons and containers, rags, broken glass, crockery, bottles, ashes, old clothing, leather and rubber goods, magazines, wastepaper, baskets, wood, scraps, metal cooking utensils, toys and similar type household discards but not including hazardous materials such as paints, oils, cleaners, pesticides, herbicide chemicals or other prohibited materials such as tires, car and truck batteries and construction waste.
(d) "Recyclables" means materials having an economic value in the secondary materials market. Materials that have such value include but are not limited to; aluminum, bi-metal and steel cans, bottle glass (clear, green and amber), newspapers, plastic containers (#1 polyethylene terephthalate or "PET" and #2 high-density polyethylene or "HDPE"), and any other material required by law or agreed to by the hauler and the City.
(e) "Yard waste" means combustible organic waste resulting from the maintenance of lawns, gardens, landscaping, and trees which includes grass clippings, bulk tree branches, and leaves.
(f) "Bulk items" means items exceeding 20 pounds. Items include, but are not limited to: carpets, bookcases, couches, mattresses, and white goods.
(g) "Dwelling(s)" means a dwelling or portion of a dwelling, used primarily as a place of abode for one or more persons, including apartment houses of not more than four (4) dwelling units, but not including motels or hotels.
(h) "Household" or "dwelling unit" means a dwelling or portion of a dwelling, used primarily as a place of abode for one or more persons, including apartment houses of not more than four (4) units, but not including motels or hotels.
(i) "Recycling container" means an eighteen gallon plastic container used for the storage and placement of discarded recyclables or a clear plastic bag.
(j) "Prohibited materials" may not be placed for hauling. Examples of prohibited materials are: hazardous materials such as paints, oils, cleaners, pesticides, herbicides, tires, car and truck batteries and construction waste.
