(a) No person shall place a plastic bag used for the collection of refuse at any location on private or public property where such bag would be unprotected from damage and opening by animals, except as otherwise provided in this section. For this purpose plastic bags and containers are the equivalent.
(b) Containers used for the collection of refuse must be stored behind the front exposure of the structure.
(c) Containers used for the collection of refuse may be placed in unprotected locations on the boulevards or in the alleys of the City no earlier than the evening prior to the regularly scheduled collection time established by the refuse haulers.
(d) Containers shall be removed from the curb or alley no later than the day after the regularly scheduled collection time.
(e) Failure to comply with any of the provisions of this section shall be a violation and shall be punishable under Section 1305.99.
