Except in the case of property owned by the City, no person, corporation, partnership, or association whatsoever shall connect any building or other structure, either directly or indirectly, with a sewer for the purpose of discharging sanitary sewage, storm water, or industrial waste therefrom, without first obtaining a residential/commercial or industrial building sewer application, and permit for such purpose in a form prescribed by the Director, and without first depositing in cash, or by certified check payable to the City, a permit, residential/commercial or industrial building sewer application, and inspection fee determined in accordance with the provisions of Section 941.09.
