The city council will set excavation fees when the annual budget is made. The refilling of any excavations must meet the standards set forth in section 8-2-6 of this chapter. If said excavation does not meet such standards, an additional fee will be charged in the amount that it cost the city to restore the street or alley to its original condition, and shall be held responsible for compaction.
