The refilling of all trenches shall be well and thoroughly done using pit run gravel in uniform layers not to exceed twelve inches (12") and tamped with a tamper of not less than forty (40) pounds' weight. Work shall be completed so as to leave the surface in as good condition as found before the commencement of the work, and for up to a year. This section shall apply to the excavation of all trenches whatsoever and no excavations shall be made or begun without first obtaining a permit from the city clerk-treasurer.
