7-8-3: RECYCLABLE MATERIAL COLLECTION REQUIREMENTS FOR VILLAGE SCAVENGERS:
   (A)   All Village contracted scavengers desiring to receive a scavenger license to collect solid waste, compostable material and/or recyclable material from multi-family properties in the Village must comply with all applicable Federal, State, County and local laws, ordinances, rules and regulations. As a condition of receiving, renewing and maintaining a scavenger license to collect solid waste, compostable material and/or recyclable material from multi- family properties within the Village, each licensee or applicant for such license shall:
      1.   Obtain all permits and licenses required by Federal, State and County laws, ordinances, rules and regulations and maintain the same in full force and effect.
      2.   Provide collection and recycling services for all multi- family properties in the residential area.
      3.   Failure to comply with the above provisions shall result in a denial of receiving, renewing or maintaining a scavenger license until such time as the applicant complies with all provisions set forth in this Section.
   (B)   Reporting Requirements:
      1.   The Village's exclusive recycling contractor shall submit a quarterly report to both the Village and the West Cook County Solid Waste Agency that contains the total weight or volume of recyclable materials collected from multi-family properties it serves within the Village.
      2.   Quarterly reports submitted to the Village shall contain aggregate totals concerning the information listed above for all multi-family properties the contracted Village scavenger serves within the residential area.
      3.   Reports shall be due no later than twenty (20) days after the close of each quarter. "Quarters" are defined as follows: First Quarter - January 1 through March 31; Second Quarter - April 1 through June 30; Third Quarter - July 1 through September 30 and Fourth Quarter - October 1 through December 31. Reports all follow the formate prescribed by the West Cook County Solid Waste Agency.
   (C)   Implementation And Continuation Of Program Required:
      1.   Implementation of on-site multi-family structure recycling programs shall be required as stated in subsection 7-8-2(A)2 of this Chapter. Such recycling programs shall be maintained in effect regardless of any change of building ownership or Village scavenger service. (Ord. 95-5, 3-28-1995)
