It shall be unlawful for any person manufacturing gas or distilling, rectifying or storing volatile combustibles to throw or deposit or permit to be thrown or deposited into any public way any gas, tar or any other refuse matter from said gas house, manufactory, distillery or place of storage, nor shall any such person allow any substance or odor to escape therefrom or be formed in the process distillation or other process which shall be offensive or dangerous or prejudicial to life or health. All reasonable means for preventing the escape of offensive odors shall be utilized by said person. (1940 Code Sec. 10-5)
