Pursuant to 17 Illinois administrative code 3730-307(c)(4) and subject to the Illinois plumbing code (77 Ill. adm. code 890) and the lawn irrigation contractor and lawn sprinkler system registration code (77 Ill. adm. code 892), the village of Forest View's plumbing code, is hereby amended by adding the following:
82-111.1 Water Saving Plumbing Fixtures.
All new and replacement plumbing fixtures and irrigation controllers installed after the effective date of this ordinance shall bear the WaterSense label (as designated by the U.S. environmental protection agency WaterSense program), when such labeled fixtures are available.

b. Car Wash Installations. In all new construction and replacement of fixtures, car wash installations shall be equipped with a recycling system on the wash water unit and the rise cycle unit.
