ORDINANCE NO. 24-03
AN ORDINANCE AMENDING CHAPTER 8 “PUBLIC WAYS AND PROPERTY” SECTION 8-2-1: WATER RATES OF THE VILLAGE OF FOREST VIEW VILLAGE CODE TO AMEND WATER RATES
WHEREAS, the Village of Forest View will incur a 3.37% increase for water purchased from the City of Chicago effective June 1, 2024; and
WHEREAS, the Village has determined that it is unable to absorb the increase and in order to provide for upcoming maintenance projects, forecasted infrastructure improvements and general operational costs of the water system; monies must be set aside; and
WHEREAS, the Village has determined that the current rate structure does not provide sufficient revenues to finance such projects and operations; and
WHEREAS, the Village has determined that it is necessary and prudent to alter the rate structure so as to provide the appropriate monies as needed for such projects and operations;
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF FOREST VIEW, COOK COUNTY, ILLINOIS, as follows:
SECTION 1: Section 8-2-1 of the Forest View Village Code is hereby amended to provide as follows:
8-2-1: WATER RATES: Effective June 1, 2023,
Effective June 1, 2024,
the following charges and rates for the use and for the service supplied by the waterworks system of the village, based upon the amount of water consumed, as shown by the water meters, as set forth hereinafter:
(A) For each residential user, the quarterly charge for water service shall
be as follows:
For excess over 9,000 gallons, per 1,000 gallons $13.06

The minimum quarterly charge for residential water
service shall be: $104.58

(B) For each commercial user, the monthly charge for water service
shall be as follows:
For the first 3,000 gallons $81.06

For excess over 3,000 gallons, per 1,000 gallons $13.06

The minimum monthly charge for commercial water
service shall be: $81.06

(C) For each industrial (manufacturing) user, the monthly charge for
water shall be as follows:
For the first 9,000 gallons $228.96 $236.68
For excess over 9,000 gallons, per 1,000 gallons $13.06

The minimum monthly charge for industrial water
service shall be: $228.96 $236.68
(D) The rates and charges applicable to municipal and government users,
including the village, its offices, police and fires departments, shall be
a flat rate of one thousand three hundred fifty-two dollars and eighty-five cents (1,352.85) one thousand three hundred ninety-eight dollars and forty-four cents 1,398.44 per month, irrespective of the quantity of water used. The Forest View park district shall pay the monthly commercial rates as established and amended from time to time for each metered water

(E) The village hereby authorizes the Metropolitan Water Reclamation District of Greater Chicago to make connection to the potable water supply of the village through the facilities of the Metropolitan Water Reclamation District of Greater Chicago for domestic purposes only. (Ord 17-09, 5-23-2017, eff. 6-1-2017)
SECTION 2: This Ordinance shall be in full force and effect from and after its passage and approval as provided by law. The water rates specified hereinabove in Section 1 of the Ordinance shall be effective for commercial/industrial/park district/municipal complex users for water consumed beginning the June 2024 billing cycle. The water rates specified hereinabove in Section 1 of the Ordinance shall be effective for residential users for water consumed beginning the June 2024 billing cycle.
