All license fees shall be tendered with the application for such license and such fees shall be paid by certified check or bank draft payable to the Village. Upon the Liquor Commissioner's approving the issuance of any license, the fee for such license shall be delivered to the Village Treasurer to be deposited to the General Corporate Fund.
