The Village Clerk shall issue a decalcomania for each machine to the applicant, which decalcomania shall be posted in a conspicuous place on the machines. In addition thereto, it shall be the duty of each licensee to properly identify each machine or device installed, kept or maintained by affixing a card, emblem or suitable plate thereon which contains the name and address of the owner or licensee thereof.
