2-6-1: CREATION; ABOLITION:
There is hereby established a board of fire and police commissioners, which shall consist of three (3) members, one of whom shall be chairman. The members of the board shall be appointed by the village president with the consent of the board of trustees; provided, however, that no appointment shall be made by the president within thirty (30) days before the expiration of his term of office. Vacancies on the board shall be filled in the manner provided above, and appointments to such vacancies shall be effective until the end of the term applicable to the commissioner being replaced, with the exception of the initial appointments to the board, all reappointments or subsequent appointments shall be for a three (3) year term. Effective January 1, 2015, the board of fire and police commissioners is abolished. Thereafter:
   (A)   The methodology for hiring full time police officers in the village shall be approved by the president and board of trustees, from time to time, based upon the recommendation of the chief of police.
   (B)   Promotions of full time police officers shall be in accordance with procedures and criteria established, from time to time, by the president and board of trustees. All promotional appointments shall be approved by the president and board of trustees.
   (C)   In the event of the appeal of the suspension of a full time police officer, or the proposed long term suspension or termination of a full time police officer is being considered, the due process hearing procedures set forth in section 10-2.1-17 of the Illinois municipal code shall be conducted by a three (3) person committee appointed by the village president. The committee shall have final decision making authority subject to judicial review as provided by law. (Ord. 14-13, 12-9-2014)
