The purpose of this chapter is to regulate facility rentals and late night events through the application of uniform licensing requirements to promote the health, safety, morals and general welfare of the patrons of such events and of all citizens of the city, and to establish reasonable and uniform regulations for the operation of events, and to provide a safe and reasonable manner in which to operate such events.
